| Members of the Board of Trustees are elected at large, on the basis of alternating four year terms. Currently, the following are village trustees: Janelle Schachenmeyer (chairman), Lois Beckman, Bill Honnor, Ken Feather, and Ken Kinney. The volunteer fire department provides protection for areas outside the community limits, as the rural fire district encompasses 80 square miles. Twenty-one fire hydrants provide service for those within village limits, with yearly expenditures for fire protection averaging $20,000. Regarding law enforcement, Waco is served by the York County Sheriff's Department which has eight sworn officers and 12 support personnel. Regular patrol is provided by the county department, which has six marked cruisers, a variety of communications equipment and all the standard enforcement equipment required by the state. The Nebraska State Patrol Troop C, headquartered in Grand Island, NE, also provides service for the Waco area. |

| Waco students travel by bus to Centennial Public Schools in Utica, NE, which is located approximately eight miles east of Waco. The district serves a total of 525 students from the communities of Beaver Crossing, Utica, Waco, Thayer, and Cordova. Eighty percent of Centennial School District high school students take the ACT, with an average score of 22.8. Seventy-five percent of graduating seniors attend college immediately upon graduation, while twenty-five percent enter the workforce directly after graduating. Within the Waco village limits, there are two Christian parochial schools: Nebraska Lutheran High School (9-12) and Trinity Lutheran Elementary School (K-8). In 2001, the Nebraska Lutheran campus was expanded to include a new gymnasium, computer lab, library, science lab, music center, and other classrooms. The campus also has a dorm facility that houses students from Nebraska and surrounding states such as Texas, Arkansas, Kansas, and Oklahoma. In the 2007-08, Nebraska Lutheran will welcome International students to their student body. Over 95% of the graduates will go on to a two or four year college with 5% moving directly into the labor market. Over the last 5 years, Nebraska Lutheran graduates have consistently achieved higher than state and national averages on the ACT test. Trinity Lutheran Elementary is now housed in a new facility, which is located within one block of the high school. The Waco community, while supporting its consolidation into the Centennial District, continues to have strong ties and connections to its parochial schools. Opportunities for higher education and continuing education in the county are available at York College, a 4-year private liberal arts college located in the city of York. Other colleges and universities within a 60-mile radius include: Central Community College, Concordia University, Doane College, Hastings College, Southeast Community College, and the University of Nebraska in Lincoln. |

A medical clinic is also available at Utica, which is approximately 8 miles east of Waco. Waco has a 15-member, volunteer medical squad of First Responders, while York provides an ambulance service with 10 paid personnel that include EMTs and paramedics.
York General Health Care Services provides a continuum of health care services designed to meet the needs of York area residents. York General Hospital is a 25-bed facility providing surgical services, obstetrics, emergency services, pulmonary services, oncology, cardiac rehab, radiology lab and other diagnostic services, “swing beds,” and rehabilitation services. In addition to the local staff of a general surgeon, family practice physicians, and physician assistants, 30 to 40 specialty physicians from the area provide service through the York General Specialty Clinic and York General Hospital. York General Medical Clinic and York General Wellness Center are located adjacent to the hospital. York General West View Medical Building houses York General Dialysis Services, York General Home Health Care, York General Child Care, and serves as the location for the sleep studies performed by the Pulmonary Services Department of York General Hospital. York General Assisted Living and York General Hearthstone provide living options for those in need of assistance or complete care in their living arrangements.

| The Waco community benefits from a six-day daily newspaper, the News-Times, which is located in York. | Our Community: | Waco is a small community located in the Nebraska Corn Belt, which was founded in 1877 as a railroad town. It was named by Sarah Chapin, the niece of the railroad president, who also donated the land for the village site. The village, which struggled during the 1930s, has slowly made progress in the last three decades and may be witnessing the most properous times of its history. It is the home of Nebraska Evangelical Lutheran High School and Trinity Lutheran Elementary. It is also the home of Even Temp Corporation, which is one of the larger employers in York County.
