  Rising City is located in east-central Nebraska. Rising City is located 25 miles south of Columbus and 60 miles northwest of Lincoln. The city is served by Nebraska Highway 92. The junction of Nebraska Highways 92 & 81 is located 3 miles west of Rising City.

Organized on April 7, 1937, Butler Public Power District (Butler PPD) serves approximately 6200 consumers in rural Butler and Saunders counties. Butler PPD also serves the villages of Abie, Bellwood, Bruno, Dwight, Garrison, Linwood, Loma, Malmo, Octavia, Rising City, Surprise, Touhy, Ulysses and Valparaiso. Butler PPD has over 1,586 miles of line, 827 irrigation sevices, and 557 wells on control. Their total well horsepower is 33,651 and horsepower controlled is 30,321.

In 2002 Rising City updated their 3-in-1 Fun Park. It contains a mini-golf course, sand volleyball and basketball court. There is also the H.F. Garhan Park, Community Hall and lighted ball field.

The Butler County Clinic, P.C. in David City (14 miles from Rising City) is staffed by five family practice physicians and two physician's assistants and served by 30 medical specialists. Butler County Health Care Center in David City is a 25-bed acute care medical and surgical facility offering a full range of inpatient and outpatient services. The hospital is also home to a 5,100 square foot Community Wellness Center. According to the Butler Public Power District 2001 Facts Book, there are three Dentists, 1 Chiropractor, 45 Registered Nurses and 3 Practical Nurses in Butler County. There are two veterinarians in Butler County. One located in Ulysses and the other in David City.
